4.13 In addition to Article 1.18 of the general provisions, Force majeure includes all circumstances that are not part of the proper control of the CMS and which are opposed to the provision of a course, whether or not such circumstances were foreseeable at the time of the agreement. The dual contracts, also known as the Dual Subway System, were contracts for the construction and/or rehabilitation and operation of high-speed railway lines in New York City. Under the dual contracts, iRT and BRT would build or modernize several subway lines in New York City and then operate for 49 years. Subscription cancellations can be done in writing or by email. Registered contracts apply until they are terminated or replaced. As the reformers had predicted, the double contracts led to the expansion of the city. People have moved into newly built houses along the newly built subway lines. These homes were affordable, about the same cost as homes in Brooklyn and Manhattan.  Double contracts were the key to the dispersal of overcrowded areas of the city. Dualcontracts helped to reduce the population and probably saved lives because people no longer lived in very sick areas. After the Federal Census of New York City in 1920, the population of Manhattan declined below 59th Street from 1910 to 1920.
